VICKI: Good evening, Gotham City, I’m Vicki Vale. Tonight, Gotham welcomes a new mayor as Oswald Cobblepot prepares to address the city for the first time since taking office. With GCN veteran Jack Ryder still missing, we go instead to our newest addition, on the scene in Gotham Square, Vic Sage. Vic?

VIC: Thank you, Ms. Vale. The mood is nothing short of electric in the square tonight, as
Oswald Cobblepot, formerly, if not still currently known as the Penguin, arrives on the scene to be sworn in as Mayor of Gotham City. This, of course, raises questions. Questions like how can a man with such a… checkered past rise to be mayor of the very city he would see ground to dust for a better fiscal year?

VICKI: Vic.

VIC: Or what exactly happened on October 31st, 2017 at Arkham Asylum? Was Oswald in some way involved?
